ELICO Foundation is looking for motivated Senior Procurement and Contract Officers to join our highly motivated team and support our procurement and administration department. ELICO Foundation offers an exciting, challenging, learning environment for staff to practice their skills and gain practical experience in the field of Procurement and Administration in the development sector.
The Senior Procurement Officer will be responsible for the performance of various duties under procurement. Procurement and Contracts responsibilities include overseeing purchasing activities and ensuring that purchased items are both cost-efficient and of high quality, maintaining positive supplier relations, evaluating supply options and maintaining accurate comprehensive records. Oversee the creation, negotiation, and finalization of contracts with suppliers and service providers. Ensure that terms and conditions are clear, fair, and legally binding, covering delivery schedules, payment terms, and quality standards


Responsibilities

  • Anticipate and plan for the organization's future procurement needs based on project timelines, demand forecasts, and business objectives.
  • Research, evaluate, and select suppliers based on quality, price, warranty and reliability.
  • Negotiate contracts, pricing, delivery schedules, and other terms with suppliers to ensure favorable terms and conditions.
  • Build and maintain long-term relationships with suppliers to ensure high-quality service and resolve any issues promptly.
  • Oversee the drafting and review of contracts to ensure legal compliance and alignment with company policies.
  • Ensure that suppliers meet the terms and conditions set out in contracts, including performance metrics, quality, and delivery timelines.
  • Manage the renewal or termination of vendors contracts in line with the organization's needs.
  • Ensure all procurement activities adhere to organizational policies, procedures, and relevant laws.
  • Oversee the procurement cycle from requisition to payment, ensuring timely and cost-effective acquisition of goods and services.
  • Work closely with other departments, such as finance, legal, and operations, to ensure smooth procurement processes and alignment with overall projects goals.
  • Provide regular reports on procurement activities, savings, performance metrics, and other relevant data to senior management.
  • Promote sustainability initiatives in procurement, ensuring that environmental, social, and ethical standards are considered when choosing suppliers.
  • Ensure suppliers adhere to ethical practices, including fair labor practices and sustainable environmental policies
  • Performs other duties as required by Senior Management Team members (SMT)

Requirements

  • Bachelor's degree in Accounting, Procurement, Business Management, Business Administration or a similar field.
  • At least 3-5 years of experience in procurement and negotiating contracts.
  • CPSP (T) or any related certification will be an added advantage.
  • Fluent communication in English and Swahili with effective writing skills
  • Effective communication skills with individuals at all levels of the organization
  • Proficiency in Microsoft Office suite and purchasing software.
  • Able to work efficiently as a part of a team as well as independently
  • Good analytical and strategic thinking skills, and/or reasoning to identify underlying principles, reasons, or facts
  • Able to work well under pressure and meet set deadlines
  • Good organizational, time management, negotiation and prioritizing skills
